I don't think its an overstatement of the skill. We all know bsurge is going to take a hit. How affective it will be is questionable. Grenth's makes melee pressure too easy and will also be hit. It doesn't take much of a change to remove a skill from usage.
I'm trying to think of the environment post grenth and bsurge. I would think that SoA would still be enough to keep pressure builds suppressed. Not to mention angelic bond + SoA. That keeps every build but degen suppressed.
Melee pressure builds main source of kills comes from trains to drain the monks energy. If the def is too much you can change to spiking between cool downs. Once you drop a person you can usually go back to training for kills. With SoA in the picture that tactic is just not viable.
